Why not a CRM for insurance agents?

It seems so obvious — a customer relationship management application for insurance agents. After all, these people can’t do business without doing business with customers. An app that keeps track of people by name, address, age product choice and other factors should be in demand by the industry.
 
But as columnist Christopher Bucholtz writes here, the insurance business isn’t like others.

What makes the insurance industry different, he writes, is there are independent agents and agents tied to specific insurance companies. So how does an company its own agents and independent agents distribute leads and share customer information? 
 
Sounds like a problem a software developer should turn his or her mind to.
