Building Strength and Flexibility into Partnerships

With the wide range of government services being offered electronically, and the impetus for collaboration between organizations, a number of questions come to mind: What types of services should be offered together? What is needed to support these services? How can managers avoid the roadblocks to effective joint service delivery?
