Web sites vary in the functions they perform but the baseline is always the same: dissemination of information. But a great number of sites – if not the vast majority – are a bit like walking into the Library of Congress with no card catalogue and no idea where to even start looking. They represent the epitome of the needle in a haystack analogy.
