Fundamental to the success of e-government is attaining and maintaining public trust and participation. If anticipated e-government savings are to be achieved, constituents must believe government will not misuse data they have (willingly) provided. Research from the META Group says establishing clear and enforceable privacy policies requires more than just posting a policy online; jurisdictions must research statutory authority, analyze data sharing policies and practices, and create clear and enforceable privacy policies.

Public-sector e-procurement models that rely on transaction volumes in exchange for reduced operational costs have not lived up to expectations. CIOs and contractors need more realistic analysis of the funding models' financial viability. CIOs and their chief procurement officers must carefully review the value existing funding strategies provide the jurisdiction prior to implementation.
