Helen McDonald has been named Acting CIO for the Government of Canada, following the departure of Michelle d’Auray. Based in Ottawa, her main focus will be service transformation: achieving substantial improvements in program effectiveness and service quality, and cost savings, by rethinking front-end client interfaces and business processes, “joining up” related services, re-using information and common back-office systems and infrastructure, and managing service delivery across channels. Another key focus will be moving to an enterprise-wide (whole-of-government) approach to managing information and IT assets.
Lee Stem has been appointed Vice-President of Information and Technology for the Insurance Bureau of Canada. Based in Toronto he has filled that role in an acting capacity since last October. IBC is in the process of re-examining the data which it collects from across the insurance industry and how that data will be used to deliver its products and services. A major challenge of Mr. Stem’s will be to ensure that the core IT capabilities for collecting and analysing this data are in place.
