Socitm publishes public sector CIO leadership guides

Socitm, the public sector IT managers’ association, is publishing new guides on ICT leadership.

“Planting the Flag: pocket guide 1 – leadership” is the first of six guides covering the strategic capabilities required for public service reform, set out by Socitm in its Planting the Flag strategy for local public services reform announced earlier this year.

The five other capabilities – governance, shared services, strategic commissioning, professionalism and organisational change – will be given similar treatment in a set of future guides, said Socitm.

The leadership guide addresses the differences between a CTO and CIO, at the same as Socitm is calling on members to step into a CIO role or adopt some of the CIO skills needed to make the most of their organisation’s business intelligence to help transform them, in the face of budget constraints.

The second guide to be published is “A.. B… CIO: a personal view of leadership” as a companion to the other one on leadership. It written by Socitm’s immediate past president Jos Creese, who chairs the local CIO Council and who is also CIO at Hampshire County Council.

A.. B…CIO defines the role of the CIO as being to translate the potential of new technology into business benefit.

Both guides will be downloadable from the Socitm website free of charge for Socitm members from Monday 5 December. They are £65 each for non-members. Socitm started its annual conference in Birmingham today (29 November to 1 December).
