Bernard Beauchemin has worked for the Quebec government for 28 years, the last two decades of which have been in IT. When he was studying law he worked on a project in the area of justice that provided the impetus for a career redirection that eventually led him to IT.

Today, as a Sous-secrétariat with the Secrétariat du Conseil du trésor, Beauchemin works on a variety of government online projects. His priorities lie in the government's digitized data exchange infrastructures, security infrastructures and common business functions, he said. For these implementations, he serves as the CIO.

"The challenge we face is to promote the development of new services for the population, in order to improve our business performance and narrow the digital divide on our territory," he said. "In fact, successful online government implementation requires broad mobilization."

To be successful, the 90 government departments, 70,000 provincial employees and provincial residents need the collective goal of bringing the government to its citizens, Beauchemin said.
