After seeing a widening gap in the city's infrastructure and ability to maintain services, it implemented a sophisticated work and asset management system. The city has become more proactive in efforts to maintain water, sewer and transportation infrastructure.

It deployed a geographical information system (GIS) database that gives proper inventory of its 250,000 assets ranging from roads and sidewalks to sewer and water pipes. By drawing on the data from this and other sources, and the knowledge of veteran works, with powerful optimizations techniques, the city was able to eliminate $71 million in maintenance backlog while avoiding millions in costs.
